Goal:
Acquiring knowledge of the regulatory system of the Republic of Serbia and the European Union, and legislation for the railway and road transport sectors.
Outcome:
Students will be able to • recognize and understand the national and the European Union railway traffic legislation, • understand the necessity of harmonization of railway legislation of the Republic of Serbia and EU, • understand the functioning of the railway legislation system and legal procedures in the field of the transport sector, • know international bodies that regulate transportation, international transport organizations and institutions, and their competencies, • understand the procedures for railway capacity allocation, • understand the procedures for obtaining license and certification process for a transport operator.
Contents of the course
Theoretical instruction:
- Objectives of the new transport policy.
- International sources of railway transport law.
- Basic concepts of legislation: Key EU transport legislation, the EU railway legislative packages.
- National and EU regulatory bodies in the railway sector.
- Licenses and certificates for infrastructure managers and operators.
- Railway capacity allocation, and route allocation.
- International transport organizations for railway and road transportation.
- Road traffic legislation.
Practical instruction (Problem solving sessions/Lab work/Practical training):
- 1. Liberalisation of the railway sector. 2. Railway transport legislation and regulatory bodies: examples of EU countries. 3. Analysis of application of transport regulations of the Republic of Serbia. 4. EU railway organisations and institutions. 5. Analysis of legal acts of the Republic of Serbia in the field of issuing licenses and certificates for railway traffic. 6. Analysis of contracts and procedures on allocation and use of railway capacity. 7. Analysis of laws and bylaws in road traffic. 8. Transport operators - goals and tasks.
